He was also an Adjunct Professor at Touro University where he taught courses specializing in grassroots lobbying and the importance of political advocacy.
On behalf of his clients, Mr. Docherty has been solely responsible for several major healthcare initiatives that have had longstanding impacts on the California Medi-Cal Program. These initiatives have restored benefit coverage for millions of Medi-Cal beneficiaries and protected Medi-Cal services facing significant reduction or elimination due to state budget cuts. Mr. Docherty was also instrumental in implementing the largest overhaul of the Physician Assistant Practice Act since its inception more than 30 years ago.
Furthermore, Mr. Docherty’s expertise has resulted in success in a variety of disputes involving scope of practice, surprise billing, and healthcare provider and facility licensure issues, among many others.
Early in his career, Mr. Docherty was the Associate Director of Government Relations for the California Medical Association – the largest statewide physician trade association in the country.
He also served as Director of Government Relations and Assistant Director for other California-based healthcare trade associations and non-profit charitable foundations. Mr. Docherty has experience before the Michigan Legislature as a legislative advocate for the Michigan State Medical Society, as well.
Mr. Docherty received his Bachelor’s Degree in International Relations from Michigan State University and earned a Master of Public Administration from the University of Southern California.
Mr. Docherty lives in Sacramento, California with his wife, Natalie, and their orange tabby cat Clyde.
